    Probably the best product made for what it is, which is a soft shooting effective .38 special defense round. The crux of this design is to load a medium weight bullet with a very large hollow point flush with the case. The premise for this design is that the .38 special cartridge was designed so long ago that modern powder does not take up as much room as it used to, so in a normal round there is a lot of free space inside the cartridge which results in the powder charge to be unevenly packed depending on the position of the round. Federal flush mounted the bullet to both compact the powder charge, and to allow for a bullet design which will reliably expand in a target, provide maximum effectiveness to mitigate a threat, and to prevent over penetration. Although it claims +p status, the velocity and energy match most standard pressure products. It doesn’t provide much recoil even in my 11oz S&W 340PD and shoots well. While it’s not the hottest loaded ammunition, testing shows the design does result in rapid and significant expansion, though penetration is right at, or just under, the minimum FBI standard. That said, there is low flash, low recoil and the powder used is designed to burn in a short barrel. When Federal puts their mind to it, they can really produce some excellent, well thought out products. Which is why so many law enforcement experts choose Federal products for their organizations.
